District to finalize PILOT-like agreement with WellSpan Philhaven; several personnel and student policies posted for review

Administration said the pilot-style agreement dates back more than 30 years and covers one of two properties in the district for which in-lieu payments are negotiated instead of litigation over tax-exempt status. The draft ties annual increases to the Act 1 index; staff said some final language remains to be negotiated and the agreement may appear on the June or August board agenda.
Under policy items, the administration placed two policies (social events and class trips, student recruitment) on the table for final adoption at a later meeting and asked the board to table several additional policy revisions for review: homework (clarifying that homework may not be used as punishment), an employee drug- and alcohol-testing policy based on reasonable suspicion (a personnel policy, not an athletics policy), and revisions to the loaning-of-school-equipment policy to reflect routine technology lending.
Board members asked clarifying questions about the homework policy (specifically whether loss of privileges such as recess could be used for incomplete homework). Administration responded that the policy language prohibits homework as disciplinary punishment but school-level, age-appropriate responses to academic noncompliance may vary by grade and should be handled locally.
Administration said it would finalize the PILOT language with the outside party and return the final agreement for board action when ready.
