Kenner approves 2025 CDBG/HOME action plan after HUD allocation cut; council adopts amendment

The Kenner City Council on June 5 approved the city’s 2025 annual action plan for Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds after staff reported a reduction in the HUD allocation and the council adopted a set of line‑item adjustments.

Community Development staff member (identified in the meeting as Ms. DeJuan) told the council the city received $504,335 for the CDBG allocation for 2025. Council then considered a detailed amendment that adjusted multiple line items to reflect the reduced allocation and to set HOME program amounts and match requirements.

The amendments read into the record deleted prior projected figures and replaced them with updated amounts: the CDBG allocation and several administration, youth program, public services and infrastructure line items were changed (for example, general administration was revised from $105,217 to $100,867; youth programs from $30,000 to $26,737; public infrastructure/facility improvements revised to $101,818). The HOME allocation figures were also reduced (one line change to $171,669) and associated general administration and match amounts were adjusted. Council Member Dunne moved the amendment; Council Member Wilmot seconded. The council approved the amendment and the amended annual action plan in separate votes, each passing 7–0 as recorded in the meeting transcript.

Community Development staff explained the changes resulted from HUD issuing a lower allocation than the city had estimated when it submitted an earlier draft to meet HUD deadlines. The staff said the earlier dollar figures in the draft came from prior budget submissions; when the final HUD award arrived, staff adjusted amounts across program lines to balance the plan.

The approved action plan commits the city to submit the amended plan to HUD for the 2025 program year, reflecting the $504,335 CDBG award and the revised HOME figures.
