Marshall Bennett, the county’s Emergency Medical Services director, explained the assessment funds pre‑hospital advanced life support, firefighter EMT programs, EMS technology and other enhancements approved by voters in Measure H (1988). He said the proposed basic assessment rates were unchanged from the prior year: $3.94 per single‑family residence (benefit unit) for Zone A (San Ramon Valley) and $10.00 per single‑family residence (benefit unit) for Zone B (the rest of the county). Bennett said Zone A’s lower rate reflected the level of funding approved by San Ramon voters and governing boards in 1988.
No members of the public spoke during the hearing. The board adopted the resolution and confirmed the assessment set in the tentative report; the confirmation constitutes the levy of the assessment for fiscal year 2025–26.
