The Janesville Plan Commission voted unanimously June 2 to approve a conditional use permit amendment allowing Culver’s at 2421 West Court Street to expand its drive‑through and to reduce the site’s minimum off‑street parking requirement from 69 stalls to 49.
The commission’s approval follows a staff presentation that described the proposed changes and recommended the conditional use amendment subject to conditions in the Planning Division memorandum dated 06/02/2025. "Currently, the drive through has space to accommodate approximately 14 vehicles in the drive through queue. With expansion, approximately 18 vehicles would fit in the queue with an additional 6 vehicles able to be stored in the adjacent waiting area," planner Trey Meyer said, summarizing the project’s stacking changes and the proposal to add a second menu board.
Meyer told commissioners the subject property sits in the B‑3 General Commercial District and is within the Court Street Plaza planned unit development approved in 1992; drive‑through restaurants are a conditional use in that district. He said the restaurant currently operates with 56 parking stalls and that the broader planned unit development provides shared parking of about 285 stalls. "Staff believe this reduction is appropriate for several reasons," Meyer said, noting the site’s high share of drive‑through customers and the shared parking arrangement across the PUD.
Under the approved plan the site would provide 49 paved stalls: 13 on the eastern portion designated for employees and 36 on the west for customers. The staff recommendation notes that adding the number of stalls required to meet the zoning calculation would reduce on‑site green space, an outcome staff judged less desirable.
No members of the public spoke during the hearing. The property owner (Ron Barr Properties LLC) attended and did not offer public comment. Commissioner Marklin moved to allow the reduction in parking, to find the project compliant with the standards for conditional use approval in the Janesville zoning ordinance, and to approve the conditional use permit amendment subject to conditions listed in the 06/02/2025 planning memorandum; Commissioner Williams seconded. A voice vote recorded all commissioners present in favor and the motion carried.
The conditional use permit approval is subject to the conditions enumerated in the Planning Division memorandum dated 06/02/2025. The planning record indicates additional site plan details — including landscaping, on‑site utility improvements and the addition of green space — are depicted in the project plans submitted with the application.
