The district will fund construction with capital‑project impact fees collected from building permits; staff said those funds cannot be used for operations or personnel.
Presenting the contract, facilities staff said modular construction accelerates schedule and reduces weather exposure compared with conventional construction, but that factory production and a heavy barge schedule meant the district’s delivery window is in September and site setup will push actual BGVA move‑in to after the next winter break. “There are a lot of benefits to constructing modules for our district,” the presenter said, noting the building is “almost three times larger than where they’re at right now.”
Board members had procedural questions about unit design and confirmed impact fees pay only for capital work, not staff or programming. The board approved the contract after a motion; the vote was 4 in favor, 0 opposed.
Public comment included BGVA teachers who said on‑site administrative leadership and continuity matter to the program’s compliance and growth. Several BGVA staff urged the board not to remove BGVA’s principal, saying the position supports special‑education IEP work, weekly contact and program accreditation.
