The Asheville City Schools board agreed to a procedural change for paying a state teacher salary supplement to reduce the risk of overpayments when teachers leave before the school year ends.
Finance staff explained the district received a state allotment this year for a teacher supplement that must be distributed for certified staff. Because the district historically calculated eligibility as of May 1 and issued the supplement on the May payroll, staff said departures after that date risk producing overpayments that are difficult to recover when employees have exhausted leave balances.
CFO Heidi proposed changing the eligibility cutoff from May 1 to June 1 and issuing the supplement on the June payroll so the district has a more accurate head count and can avoid shortfalls or recoveries. The board discussed small cash‑flow implications for individual teachers who receive an extra check earlier in May under the current approach; finance staff said the shift would slightly move some income into June for affected teachers.
Board members expressed support. The board’s consensus was to place the revised procedure on the consent agenda for approval, and staff will implement the administrative change for the next payroll cycle.
Ending: The board did not record a roll‑call vote, but staff said they would update payroll timelines and communicate the revised June 1 eligibility cutoff to affected employees and principals.
