The Committee on Ordinances recommended on Wednesday that the full City Council adopt a zoning change moving a South Side Bates Street parcel (Map 108, Lot 317) from Industrial A to Residential C.
Joseph Costello, representing the property owners, told the committee the lot is the only remaining parcel on that block zoned industrial and that converting it to residential C would better match the surrounding neighborhood. Director of City Planning Jennifer Carloni said the Planning Board held a public hearing on May 14 and voted to send a favorable recommendation for the rezoning; she noted the parcel sits opposite an existing Residential C district and that rezoning the lot would be consistent with its context.
Councilors asked whether the change constituted impermissible spot zoning. Carloni and Councilor Joel Lopes said the parcel is contiguous with the Residential C district across the street and that the rezoning did not meet the common definition of spot zoning.
The committee closed the public hearing and voted to recommend adoption to the full City Council. The committee’s action was recorded as a recommendation to adopt the zoning change and send it to the full council for final action.
