Public Works Committee: minutes approved, stormwater item continued and three project awards recommended
Summary
At its May meeting the Overland Park Public Works Committee approved minutes, moved a regional stormwater study to the next meeting, and recommended awards or selections for a pedestrian hybrid beacon, Plum Road bridge engineering services and the College Bridge contract (the latter is covered in a separate article).
The Overland Park Public Works Committee on a 6-0 voice vote approved the committee minutes, voted to continue one stormwater study item to the June meeting and recommended city council approval on several procurement and agreement items.
The committee approved the Jan. 29 and Feb. 26, 2025, Public Works Committee minutes by voice vote; the chair recorded the vote as 6-0 in favor.
Staff asked to remove an agenda item — an agreement for a regional stormwater green infrastructure study — because the city had not yet received official notification of county funding. Lorraine Rosalu, identified in the meeting as providing staff updates, said the project budget is approximately $250,000 with about $100,000 expected as county funding. The committee voted to continue that item to the June Public Works Committee meeting.
The committee recommended city council award the bid for the 100 Third Street and King Street Pedestrian Hybrid Beacon reconstruction to Capital Electric Line Builders for $252,133. Elizabeth, a staff member who presented the bid tabulation, said two bids were received and Capital Electric Line Builders was the apparent lowest and best responsible bidder. Staff told the committee the bids were higher than the engineer's estimate; presenters said reasons included regional infrastructure demand, project complexity around utilities and lower contractor interest in smaller-scale projects because of mobilization costs. The committee voted 6-0 to recommend council approval of the award.
The committee also voted 6-0 to recommend city council approval of a selection and scoping fee for engineering services with Olsen Inc. for the Plum Road Bridge over Coffee Creek. Staff said construction is anticipated to start in spring 2027; 15 firms were invited to respond to the RFQ, four responded, and a five-person staff committee selected Olsen. The negotiated scoping fee presented to the committee was $689,806.50.
The College Bridge replacement award to Pyramid Contractors Inc. for $6,487,848.90 was also recommended by the committee; that item and its fuller discussion are summarized in a separate article.
All formal committee motions recorded at the meeting passed by unanimous voice votes; staff said items will proceed to city council as required for final approval.
