Airport Commission approves new rental fees, drops short-term ramp charge

The Airport Commission voted at its meeting to remove a short-term $5 ramp fee, raise the transient hangar nightly rate to $38 and set the new meeting/training room rate at $140. The changes were proposed as part of a broader review of non-aeronautical revenue sources and were approved by roll call.
The changes aim to simplify ramp-fee enforcement and increase revenue from facility rentals. Airport staff presented the current fee schedule and said the proposed rates reflect usage patterns they observed after testing the fees in the new terminal.
Airport staff explained how ramp and parking fees are currently applied. Ryan, identified in the meeting as airport operations staff, said, “If you come in for the first hour, it's free. So if you're just doing a quick turn or picking somebody up, we're not going to charge you a ramp fee. It's just $5 for the day.” Staff also described longer-stay discounts and a weekly rate structure for aircraft parking.
Commission members discussed alternatives, including setting a minimum fuel purchase to waive ramp or hangar fees. Staff said the airport participates in a Titan contract fuel program but has not fully adopted a commercial card program (CAA) because of additional administrative burdens for the fixed-base operator. The commission debated whether a fuel-minimum waiver would encourage fuel sales or simply shift behavior to paying the ramp fee and buying fuel elsewhere.
Commissioners also discussed the airport’s transient hangar amenity. Staff reported year-to-date transient-hangar revenue of $720 and noted the chosen transient hangar is located in a low-lying block that floods during heavy rains. The commission weighed whether to keep the amenity despite limited revenue and occasional demand. Staff said transient-hangar availability is roughly 75% when requested.
A motion was made to adopt the fee changes—eliminate the short-term $5 ramp fee, set the transient hangar nightly rate at $38 and set the new meeting/training room rate at $140. The motion was seconded and approved by roll call, with all voting members recorded as voting in favor.
Staff said the new meeting/training room and business-center fees would be phased in for new reservations beginning July 1. The airport projects the business center and conference-room fee changes will generate about $48,000 in revenue for the fiscal year if current booking levels continue.
The commission asked staff to revisit the fees after summer travel to assess impacts and consider further adjustments if needed.
