The Board of Public Utilities voted unanimously May 21 to recommend approval of the 2026–2027 DOELAC resource pool budget and to forward the recommendation to county council, with a proviso that the budget is contingent on the terms of a yet-to-be-finalized Electric Coordination Agreement (ECA).
Utility staff explained that the resource pool budget presented to the board is the same budget briefed in April and that the ECA—originally approved in 1985 and amended multiple times—will expire on Dec. 31, 2025. Staff told the board they expect an updated ECA to be in place before that date and that the recommended budget assumes a set of terms that are not yet finalized; the recommendation was therefore labeled contingent on the future ECA and could require amendment once the new agreement is complete.
Joanne (staff) told the board the budget presented had no changes since the earlier briefing and that the ECA operating committee had approved it at its recent meeting. The motion the board voted on included language explicitly noting the contingency and asked that the recommended budget be forwarded to county council for review and approval.
The roll call vote was 5-0 in favor.
Ending: The board forwarded the 2026–27 resource pool budget recommendation to county council and recorded that future changes to the ECA might require amendments to the recommended budget.
