County staff and commissioners raised logistics and process questions, including how to stabilize the roughly 1,000-pound rock on a concrete pad already on the lawn, whether a crane or other heavy equipment could access the site, and whether a special-event permit or a city permit would be required for the family’s dedication ceremony.
