Lake County commissioners back placement of Gregory family memorial on courthouse lawn pending formal approval and logistics

Family members of Bill Gregory told the Lake County Board of County Commissioners during a work session that they intend to place a monument — a roughly 45-inch-long, about 2-foot-tall rock with a plaque — on the courthouse lawn and asked the county for logistical help.

The family’s representative, Jean Ann Ochvar, said the rock came from Climax and that the monument company has the plaque and delivery plans. “Our dad, Bill Gregory, was born on Thanksgiving Day 1914,” Ochvar said, outlining his decades of public service in Leadville and Lake County.

County staff and commissioners raised logistics and process questions, including how to stabilize the roughly 1,000-pound rock on a concrete pad already on the lawn, whether a crane or other heavy equipment could access the site, and whether a special-event permit or a city permit would be required for the family’s dedication ceremony. A county staff member said the final scope of courthouse renovations was “still in the stage where there could be some changes,” but added that those plans did not appear to prevent placing a memorial at the proposed site.

Commissioners expressed general support while asking the family and staff to coordinate details. One commissioner said the board should avoid derailing community plans already underway and suggested staff work with the monument company and public works to ensure the rock is stable and that delivery can be accomplished without safety or traffic problems. Another commissioner said the county needs a written policy for future requests so the courthouse grounds are not incrementally filled with memorials, but added support for the family’s current request.

County staff recommended drafting a resolution to formally approve placement and suggested putting that resolution on the agenda for the board’s next regular meeting so the item would be official before installation. Commissioners asked staff to coordinate with the monument company, public works, sheriff’s office for any brief traffic control, and the city on special-event permitting if the dedication draws attendees from offsite.

Family and staff discussed a tentative delivery and installation date around June 6 (date family provided as a plan), while noting the date was tentative and subject to county confirmation. Ochvar said about 60 family members were expected and that the monument company had already received the engraved plaque. She also said the company indicated a concrete pad and some form of anchoring or rebar might be required to stabilize the rock so it would not tip if climbed on.

County staff committed to contact the monument company to confirm foundation/stabilization needs, crane access and delivery route, and to confirm whether a special-event permit and coordination with city authorities would be required. Staff also recommended preparing a resolution authorizing placement; if the item could not be installed before the family’s planned ceremony, commissioners indicated they could reschedule the dedication.

The family provided biographical material about Bill Gregory’s local service during the meeting; Ochvar described Gregory’s roles on the Lake County school board, as a county commissioner and in civic organizations, and listed projects associated with his public service, including school and recreation facilities. Commissioners requested an emailed summary of those materials so they could review the historical context and the standards the previous board used when the request was first handled.

No formal vote was taken at the work session. Commissioners agreed to move forward with staff coordination and to place a resolution on a future regular meeting agenda for formal approval.
