Council sends Human Relations Commission ordinance to second reading after 4–3 split

On a recorded roll-call vote, Councilor Gordon and Councilor Nipper voted “no” and Councilor Dixon also voted “no”; Councilors Thompson, Jordan, Jones and Glenn voted “yes.” Because the measure did not carry, councilors agreed to place it on second reading rather than forcing an immediate adoption.
Council members who spoke said they supported the concept of a Human Relations Commission but wanted to “get it right,” with several members stressing mediation, public education and a mechanism for the public to raise concerns as possible functions. Councilor Thompson described typical roles such a commission can play, including mediation and public recognition; Councilor Jordan said the delay reflected a desire to ensure the commission’s structure and authority would be effective and durable.
No volunteers or appointments were made at the meeting; the council will revisit the ordinance after additional review.
