Commissioners approve assessor agreement amendment to update aerial imagery

The Cass County Commission on March 19, 2025 approved Resolution 25‑20, amending an agreement between Cass County and Pecanterity and Community National Corporation to change the county's aerial imagery specifications for the assessor's office. The motion passed on a 2‑0 vote.

The amendment updates imagery standards and the acquisition schedule used by the assessor, Roger, a Cass County Assessor's Office staff member, told the commission during the agenda item. "We're just updating it. Remember, some of the stuff that was available, the 9 inch photography is not available anymore. So we gotta go to the 1 and the 3 inch. We're doing a flyover every 2 years instead of every 3 years. So bigger, better, faster, more efficient," Roger said.

Roger also described a new "change finder" process the office will use to flag property changes. "We also have the change finder. We're doing that through the whole county. So anything over a 50 square foot of change ... new room addition, flight goes up. We're able to find it," he said.

Commissioners offered no prolonged debate before voting. The record shows two commissioners voted in favor and none opposed; one commissioner was absent. The resolution and its amendment were recorded and will be implemented by the assessor's office under the amended contract terms.

The amendment replaces previously used 9‑inch imagery with 1‑inch and 3‑inch products, increases survey frequency from every three years to every two years, and institutes the change‑finder threshold described by assessor staff. The resolution document filed with the clerk names Pecanterity and Community National Corporation as the contracted vendor; the contract number and effective dates were not specified on the record.
