Town public-works and engineering staff provided a multi-item infrastructure update at the March 10 Sellersburg council meeting covering sanitation, spring maintenance, street and major water/wastewater projects.
Highlights from the staff report and consultant updates - Spring clean week and hydrant flushing: Sanitation customers within town limits may use the transfer station March 17'20 with proof of residency and service; hydrant flushing in town limits scheduled for March 17 and additional flushing in the Jerrisville/western water segment later in March. - Community Crossings and paving: The town will start Community Crossings roadway work in late spring or early summer with an anticipated completion around September; listed streets include St. Joe East, Greenwood subdivision streets, High Street and several alleys and neighborhood streets. - Lead service-line inventory and investigative work: The town will begin field work to identify service-line materials, coordinate with billing staff to prepare customer FAQs, and reach out to local plumbers for historical information. Target completion for the investigative phase is mid-spring to mid-May. - NDOT Route 31 utility relocations (water and wastewater): Plans and bid schedules are advancing; the town is awaiting an extraordinary-cost agreement from INDOT that limits town liability for relocation costs beyond a negotiated cap. - Ivy Tech-area sewer extension and pump-station elimination: The town is preparing permits (IDEM, INDOT, IDNR, Clark County) and seeking remaining easements. The Ivy Tech No. 2 pump station is planned for elimination by replacement with gravity sewer, which staff said will reduce future maintenance and remove a pressurized force-main crossing under I-65. The project schedule is sensitive to Indiana bat seasonal clearing restrictions (restrictions begin April 1) and staff are pursuing easement acquisition and clearing before that date where possible.
From engineering consultant JTL: The Sunflower Valley water project is ready to bid once easements are acquired and construction is anticipated to begin in the 2025 construction season. A water PER/asset-management report is being prepared for submission by April 1 and requires town financial data to complete.
Why it matters: The suite of projects will replace aging infrastructure, change maintenance burdens (for example removing pump stations), and coordinate with state highway work. The lead-service inventory is a state-directed investigative requirement that could lead to future replacement work.
Next steps and council direction: Staff will continue easement acquisition, coordinate NDOT cost-limiting agreements, complete the water asset-management report for the April 1 deadline, and present bid packages for both utility relocations and Community Crossings paving.
