Alvin ISD holds public hearing on 2023–24 district annual report

Mr. Shaw told the board, "Tonight we are here to have a public hearing on the 2324 district annual report." He said the annual report combines eight state- and federally-sourced documents, including the Texas Academic Performance Report (TAPR), PEIMS financial reports and a district accreditation status, and is required by the Texas Education Code.
The report posted to the district—s accountability webpage contains 1,173 pages of data, Mr. Shaw said, though he emphasized the board would only review an overview at the hearing. "The annual report is a requirement per Texas educational code," he said. The eight required sections the chief outlined are: the TAPR student and teacher data; PEIMS financial data; district accreditation status; campus performance objectives; the report of violent or criminal incidents (PEIMS discipline); student performance and postsecondary institutions (GPA report); progress toward House Bill 3 board-adopted targets; and the TAPR glossary.
Mr. Shaw said all information in the 2023—24 annual report covers the two prior school years and does not include data from the current school year. He described items in the TAPR section as enrollment and demographic breakdowns, STAAR participation and performance, attendance, graduation and dropout rates, college, career and military readiness measures and teacher workforce data such as counts, ethnicity, experience and highest degree earned. The PEIMS financial section, he said, shows district revenues, expenditures, fund balances, local tax rates and campus-level spending by object and program codes.
On accreditation, Mr. Shaw noted that state accountability ratings have not been reissued since 2022 because of pending lawsuits in 2023 and 2024; the most recent accreditation information included in the annual report is Alvin ISD—s 2022—23 accreditation status, which the Texas Education Agency lists as "accredited." He also explained that TEA tracks serious PEIMS discipline incidents and uses that data to identify persistently dangerous schools under the ESSA Unsafe School Option.
For accessibility, Mr. Shaw said an electronic copy of the district annual report was posted to the Alvin ISD accountability webpage in February and paper copies are available at the district office, each campus and local libraries. He provided contact information for follow-up questions and concluded the presentation by asking whether trustees or attendees had questions.
The hearing provided a public overview; no formal board action on the content of the annual report was recorded during the meeting.
