Retired certified substitutes ask Eagle Pass ISD to restore pay to $150 a day

Raquel Hernandez, speaking for a group of retired certified substitutes, urged the Eagle Pass Independent School District board on March 11 to raise daily pay for certified, degreed substitute teachers to $150.
Hernandez said the group includes about 65 retired teachers who work as substitutes; roughly 30 attended the meeting. "For 7 years starting in 02/2005, this school district was paying certified retirees a hundred $35 a day. Then shockingly, the daily pay was lowered to a hundred 5," she said, adding that the reduction persisted for 11 years. With a $2‑per‑hour increase approved after the group spoke to the board in 2023, Hernandez said a 7½‑hour day now amounts to $120, well below the $135 they received two decades ago.
"We are asking for a daily pay of a hundred 50, especially since many of us help with TELPAS and STAAR testing," Hernandez said. She also noted that neighboring Carrizo Springs continues to pay $150 to certified degreed retirees.
Hernandez said the group formed in 2023 to address what they called low pay, and that many retirees bring decades of classroom experience, classroom‑management skills and knowledge of child development to their substitute roles. She closed by expressing hope the board would act this budget cycle.
The comments were made during the Citizens Communications portion of the March 11 regular meeting. The board did not vote on a pay change at that meeting; no formal agenda item to change substitute compensation appeared on the March 11 agenda.
