The Burrillville School Committee voted to approve a maintenance and access use agreement that defines the town27s jurisdiction over the upper athletic field and Levy (Levy) Ice Rink and outlines how the athletic complex will be used and maintained.
The agreement bundles the upper field (historically referred to as Gledhill Field) and the Levy Rink as a single athletic complex under town jurisdiction beginning July 1, while keeping the lower practice field, tennis courts, parking lots and other school grounds under school control, Chairwoman Lacey said. The motion to approve was made by David (committee member) and seconded by Sean (committee member); the committee recorded the motion as approved by voice vote.
Committee members and staff spent the bulk of the discussion clarifying which parts of the campus would be included, how parking access would be handled and who would bear liability for injuries. Mike (staff member) told the committee the agreement "outlines what exactly would fall under town jurisdiction and what would remain under the school's control" and noted that school events would retain priority for use of the parking lot and facilities.
Committee member Sylvia asked whether the tower and other amenities would remain for school-only use; Mike said the document includes language that the tower is for school use. On liability, Mike said school events would remain covered by the school trust and outside organizations using the fields must supply their own insurance or execute liability waivers.
Several members expressed support for the proposal but asked that future conversations preserve the rink27s financial stability. One committee member thanked Chris (staff member) for his work administering the rink and urged the committee to ensure the rink's finances are not used to subsidize other field costs.
The committee approved the motion to accept the maintenance and access use agreement by voice vote. The committee and town council will continue working on implementing rules for access, a master schedule to avoid conflicts and operational details such as supervision and an athletic-complex director.
The committee noted that additional conversations and a separate agreement on supervision, scheduling and parking rules will be needed before town staff and the school finalize day-to-day operations.
