Commissioners vote to restore second public comment period after public questions about agenda process

Public questions about the removal of a second public-comment period prompted discussion of how the Cumberland County meeting agenda is set and led to a motion that the board restore a second public-comment period.

At the start of public comment, Sandy Acevedo asked, "was the decision to remove the second public comment period on the agenda a group decision...or was it a decision that the director made all on his own?" The director later told the board, "the director is the 1 that sets the agenda," clarifying that the agenda-setting authority rests with the director.

Commissioners debated reinstating the second public-comment period during the meeting. One commissioner said, "I make the motion to put it on floor," and another commissioner then seconded the motion. During the roll call on the motion, commissioners recorded votes: Commissioner Alstino: Yes; Commissioner Albrecht: Yes; Commissioner Romero: Yes; Commissioner Lutz: Yes; Commissioner Taylor: No; Deputy Director Marshon: Yes; Director Sorrow: No. The motion passed.

After the vote, the board opened a second public-comment period for "new items only," and several members of the public asked brief follow-up questions about the timing of county events such as the Pinwheels for Prevention garden ceremony.

The vote restores the practice of allowing the public a second opportunity to address the board later in the meeting. The board did not change formal bylaws or adopt written rule amendments during this session; the change reflects board approval to reinstate the second public-comment period in future meetings.
