EDAC recommends creating citizen bond oversight committee; committee vote forwarded to council

The Lago Vista Economic Development Advisory Committee voted to recommend that the City Council establish a citizen bond oversight committee to provide oversight and public communication on bond-funded infrastructure projects.

Council liaison Norma explained the impetus: recent multi-year bond programs had raised public questions about timelines and whether money was being applied to the projects voters expected. She described the committee’s potential role as both an information source for the public and a watchdog to check that bond funds are used as promised. Norma said the city recently launched a CIP dashboard of major projects and that financial documents for prior years are available on the city’s finance pages, but residents also seek easier, clearer communications.

Committee members discussed the committee’s scope, membership size and conflicts of interest. Suggestions included recruiting 5–7 members, including people with accounting or finance experience who could “tell a good story” about complex budgets, and avoiding members with direct conflicts tied to bond-funded contracts. Several members said the committee should not be merely a city mouthpiece; it should be able to hold the city accountable.

After discussion, a motion to recommend establishing a bond oversight committee was made and seconded; the committee then voted in favor by voice vote. Committee members asked staff to forward the recommendation to the City Council and to return with a draft scope and suggested membership size for council consideration.
