The Lawton City Council approved several agenda items during its meeting, including a land-use amendment and companion rezoning to allow construction of eight duplex homes, a cost-sharing agreement for a 12-inch water main, reaffirmation of a resolution to allow a property owner to seek building permits, and the consent agenda. The council also authorized legal conflict waivers for pending federal litigation during executive session.
On the agenda's land-use items, staff said builders Investment Group LLC and Sumner Ridge Homes LLC requested an amendment to the 2030 land-use plan for lots near Charles Whitlow Avenue and McKinley Avenue to change the designation from industrial to low-density residential and to rezone from R-1 to R-2 for construction of eight duplexes. The planning commission recommended approval 6-0. Council approved the land-use amendment and, in a separate motion, adopted the ordinance rezoning the property; both votes carried 8-0.
The council approved a cost-sharing application from Marie Deddy (submitted via Pippen Brothers) for an upgraded 12-inch water line along Southwest Lee Boulevard. Staff said the additional material cost after swapping to 12-inch pipe was $17,008.35; staff recommended approval under council policy 6-4. The motion to accept the cost-sharing agreement carried 8-0.
Council also voted 8-0 to reaffirm Resolution 24-094 to allow the new owner of 1816 Northwest Arlington Avenue to obtain building permits to remodel a structure previously declared dilapidated; staff said the reaffirmation gives the owner 30 days to pull permits and then the standard permit inspection timeline described in city code.
During executive session the council authorized staff to sign conflict waivers to allow the law firm W.R. Moon and Collins, Zorn & Wagner to continue representing the city and certain named officials in several pending federal cases. The three motions to authorize signing of conflict waivers were moved and seconded and each carried 8-0 when the council reconvened.
