Pleasant View City Council on March 11 adopted Ordinance 2025-9 to amend the general plan’s community character table, adding descriptive language and a new density category intended to close a gap in the plan’s density definitions.
Amy, a city planning staff member, presented the planning-commission recommendation and said the amendment adds descriptions for classifications such as very rural residential, large residential and a moderate-density-plus category that aligns with state housing-language references. The change also adds a “rural exemption” band to cover certain one-acre allowances that previously were not addressed in the table.
The planning commission recommended approval with minor language adjustments. Councilmember Arrington moved to approve the ordinance; the motion was seconded and carried on a roll-call vote with four votes in favor and one member, Nelson, excused.
Amy told the council the amendment is intended to provide clearer guidance about where different densities apply and what implementing zoning districts may be appropriate in the future; it does not itself rezone specific parcels. Council members who spoke during the item said the added clarity helps staff and the public understand how density categories would translate into zoning in future proposals.
The council’s action updates the general plan text; any implementing zoning changes would come through separate ordinance actions and public hearings.
