Summary
The council awarded fleet maintenance and repair bid to Classic of Texoma and separately approved a service agreement to implement the contract; staff cited faster turnaround and parts discounts as advantages.
The Durant City Council awarded the police fleet maintenance and repair bid to Classic of Texoma and approved a service agreement authorizing the contract work.
Chief Petty presented the competitive bid results, saying logistics and service capabilities weighed into the recommendation beyond a small labor-rate difference between the lowest bidders. Chief Petty said the recommended vendor provides pickup and delivery services that in some cases returned vehicles in under 24 hours and gives the city access to a 10% discount on GM parts over cost.
"Because of the advantage of the scope of the overall work capabilities, the faster turnaround time because we're getting them picked up and delivered back to us in some instances less than 24 hours," Chief Petty said, describing operational benefits that keep patrol vehicles available for officers.
Council members asked about local bidders and pricing differences. The record shows Classic of Texoma (899 South Highway 75, Denison, Texas) was selected; the city attorney reviewed a draft service agreement and recommended approval. The council then approved the bid award (item 4(d)(a)) and the corresponding service agreement (item 4(d)(b)) on roll-call votes. Council members Miller, Shear, Fuller, Vice Mayor Similescu and Mayor Martin Tucker voted yes on both items.
Chief Petty said the city has used the vendor for roughly three months and noted the vendor details vehicles on delivery. The contract award includes the procurement and a service agreement to allow the city manager to execute the final paperwork.
