Measure SP oversight committee issues annual report; board appoints new oversight members for Measure S and SP

At the March 11 South Pasadena Unified board meeting, Michael Maine, chair of the Measure SP Citizens Bond Oversight Committee, presented the committee's 2023–24 report and told the board the committee unanimously confirmed that Measure SP proceeds had been used in accordance with Article XIIIA and the bond language.
"The committee notes that the expenses outside of Measure SP language, such as administration salaries and other operating expenses, were specifically not paid for with any Measure SP proceeds," Maine said during his reading of the committee’s report.
Later in the meeting the board considered appointments to two citizen oversight committees. The board appointed three members to the Measure S parcel tax Citizens’ Oversight Committee to serve three‑year terms ending in calendar year 2027; the appointees named in the meeting were David Crystal, Falcon Demo, and Michael Hinojosa (as recorded in the agenda text). The board also appointed two members to the Measure SP Citizens Bond Oversight Committee; the appointments included David Gruen and David Mailing, with Mailing noted as entering a third and final term on the committee.
Board members thanked the oversight committee for its review and the auditor for a clean audit noted in the meeting. The oversight report and the appointments were taken as consent or routine action items during the meeting sequence.
