Council approves $1.916 million change order to finish Legacy Drive improvements on First Street project

The Prosper Town Council unanimously approved change order number 4 on March 11 to advance construction of a permanent four‑lane section of Legacy Drive from First Street north as part of the First Street / Steuber Elementary DNT project.
Public Works staff explained that when the project originally bid in 2022, town right-of-way constraints limited the work to an asphalt short-term connection. Since then, developer BlueStar secured additional right-of-way for the southbound lanes and built part of the southbound section; staff combined those plans with the town’s scope to complete four permanent lanes. Project managers analyzed two construction sequencing options: keep traffic open with a long detour (higher cost) or close the road for a shorter, direct construction period. The council approved the lower-cost option, accepting a temporary full closure for accelerated work.
The change order totals $1,916,019. Staff said BlueStar’s development agreement will cover approximately $1,000,000 of that amount, leaving the town’s participation near $880,000. If the change order is executed, crews will close the segment beginning Friday, March 21, aiming for substantial completion by July. Staff noted the closure was timed to align with school boundary patterns and the upcoming school-year schedule to reduce traffic disruption for students and families.
Councilmembers discussed communication with residents and the school district, contingency options to accelerate completion and median/landscape staging decisions. Public Works and communications staff plan message boards, HOA outreach and town communications about detours and closure timing. A councilmember also asked staff to explore incentives to encourage faster completion; the contractor indicated it would evaluate schedule options if asked.
A motion to approve the change order and authorize the town manager to execute it passed unanimously. The action funds the added permanent work, authorizes road closure construction sequencing and directs staff to coordinate notifications, traffic control and project monitoring.
