Plainview announces AMI smart-meter installation; contractors to replace residential and commercial meters

The City of Plainview and contractors Ameresco and Pedal Valve Incorporated announced a smart water-meter installation program that the city described in a recorded public notice during the March 11 council meeting.
The announcement said the installation program, described as beginning in January 2024, will replace existing residential and commercial meters with advanced metering infrastructure (AMI) meters. Contractors will remove old meter boxes and meters and install new AMI meters, and they will not enter homes to perform the work.
Contractors will wear identifiable uniforms and have company logos on vehicles. Installations will be scheduled Monday through Friday, 7 a.m. to 7 p.m.; some work may occur on Saturdays if needed. Before replacing a meter, the contractor will give a courtesy knock; if a resident answers, the contractor will explain the process and ask the household not to use water for about 30 minutes during the installation. If no one answers, the team will attempt to determine whether water is in use at the property; if water is being used, installers will move to another home and return later.
If an outdoor faucet on the front or side of the residence is accessible, crews will flush the home's water lines after installation; crews will not go behind fences or gated areas. Installers will leave a door hanger indicating whether lines were flushed and providing instructions for residents on how to flush lines themselves (for example, running a bathtub on cold water or an outdoor faucet for about one minute). The announcement cautioned residents not to use hot water while flushing, because that can cause air and sediment to settle in hot-water heaters.
If contractors cannot complete an installation due to a locked gate, inaccessible meter, a loose dog or similar issue, they will leave a door hanger stating the reason and instructions to reschedule.
