The Sedona City Council approved a customer construction agreement with Arizona Public Service Company (APS) for relocation of overhead power lines and related work tied to the Forest Road connection project and the Uptown parking garage.
Public works staff described the agreement as covering temporary overhead service installed for construction, permanent underground relocation of APS facilities inside the Forest Road right-of-way, and a dedicated public utility easement. Staff said APS identified opportunities to reuse existing conduit and limited the permanent installation cost by avoiding some additional conduit and pull boxes; overall the permanent installation cost was a bit higher than early estimates but the project remains within the program budget.
Staff noted benefits beyond construction: the undergrounding and the new installed feed will increase power resilience and capacity in the Uptown area, which staff characterized as a major feed point for the neighborhood.
After brief questions about budget and fire‑safety implications of burying overhead lines, council approved the APS customer construction agreement ($442,009.33) by motion.
Staff will administer the agreement and coordinate with APS on installation, trenching, conduit reuse, and final accounting against the project budget.
