City staff presented the TxDOT program and said total statewide funding is $250 million, with approximately $18.6 million available for cities the size of Hurst; the city is targeting funds for an active transportation plan that would improve pedestrian and bicycle connectivity and for preliminary (30%) designs for a corridor linking Trinity Lake Station to Northeast Mall via Highway 10 and Melbourne Road.
Staff said the Transportation Alternatives Program is competitive and that the city has already completed TxDOT’s Step 1 eligibility submission. If the city advances to Step 2, staff told council the project would require local matching funds (staff estimated the city’s potential 20% share for subsequent design work in the packet discussion). The city reported 325 entities had applied statewide for related funding, representing about $1.3 billion in requests against available dollars.
A councilmember moved to authorize the agreement; another seconded. The motion passed by voice vote. The contract authorization covers grant‑writing assistance for the Step 2 application and related community engagement and corridor mapping activities.
