Applicant Withdraws Business-Park Proposal; Neighbors Urge Single‑Family Zoning

The applicant for a proposed business-park development asked the Hurst City Council to withdraw the item from Tuesday’s agenda, and the council approved that withdrawal after citizens in the audience expressed concern about future rezoning.
Neighbors said they want single-family zoning if the developer returns for a rezone request. “If we didn’t sign it, he wasn’t going to pull this,” resident Darlene Gray said of a document she said the developer circulated. “I don’t trust the man.”
Council members and staff told residents the withdrawal means the applicant likely intends to pursue residential zoning and will have to return through the Planning and Zoning (P&Z) process before the council sees any rezoning request. A council member said the developer told staff he intends to pursue residential zoning rather than the business park that had been on the agenda.
Residents asked how they will be notified when the matter returns. City staff said future hearings will appear on the city website and that required mailed notices will be sent to affected property owners. Councilmembers also encouraged residents to attend the P&Z hearing to review any platting or lot-level requests.
Neighbors raised concerns about privacy if two‑story homes are built along existing rear yards. “If they build apartments, 2‑story apartments, a lot of us are gonna lose some of our privacy,” resident Freddie Martinez said. A council or staff member responded that plans for two‑story homes or apartments would be reviewed at P&Z and before council, and suggested design options — such as opaque windows on elevations that face existing yards — could be discussed if two‑story structures are proposed.
The council motion to withdraw the item passed by voice vote. The council noted that if and when the developer files a zoning application, that application will come through the P&Z process and then return to the council for a separate decision.
