Board adopts resolution to document SREF deviation for Innovation Center; district records engineers’ and AHJ letters

The Santa Rosa County School Board voted to adopt Resolution 2025-001 on March 11 to document a statutory-required deviation from certain State Requirements for Educational Facilities (SREF) for the Center for Innovation project.
As presented to the board, the deviation stems from the building’s design and intended use. "That is for the Innovation Center only," the district presenter told the board, adding the district is not seeking to waive SREF requirements for other projects. The district described two primary technical issues that prompted the resolution: HVAC mechanical design and building wind-load/risk-category classification. Staff said the project could not meet risk category 3 (a category that typically applies to buildings used as public shelters) and will be designed and documented as risk category 2, consistent with how the building will be used and occupied.
Meeting materials and the presentation include letters from the project engineers and a letter from the Santa Rosa County authority having jurisdiction (the county building inspector, referenced in the packet) stating that the building, as used and occupied, does not need to meet SREF risk category 3. The district also reported it had a structural-engineer review and a roofing-manufacturer testing letter that support the proposed approach.
Board members were shown the supporting attachments in the packet and the resolution was presented as the statutorily required record that will be placed on file for this project.
The motion to adopt Resolution 2025-001 carried by voice vote.
