The Planning and Zoning Commission voted unanimously to approve the Foundry preliminary plat, a 10.69-acre subdivision generally at the intersection of Old Granger Road and North Main Street in Taylor.
Commissioners reviewed the preliminary plat packet (PZ202042368) and several members raised concerns that the civic green space shown in earlier diagrams would not be located adjacent to an existing apartment building as they had expected. One commissioner who said she delivers Meals on Wheels to nearby residents noted that some apartment residents "get up, they take a little walk" and questioned whether the final layout would leave those residents facing a fence and a parking lot rather than parkland.
Planning staff explained that a preliminary plat typically addresses lot lines, streets and utilities rather than final site improvements; site plans and building permits are handled administratively and may show more detailed landscaping, fencing or buffers. Staff said the preliminary plat as submitted is consistent with the neighborhood plan and with the project’s building and parking locations shown in the application materials.
A commissioner asked whether the commission will see the site plan; staff replied that site plans are administrative, but the streets and subject improvement plan will be reviewed before construction. The commission discussed the possibility of asking the developer to reconsider the corner adjacent to the apartments, and staff said they would relay the commissioners’ concern to the developer.
When moved for approval, the motion to forward the preliminary plat carried unanimously. The motion was made by Commissioner Alvilus Torsberg and seconded by Commissioner Newman. Commissioners asked staff to report back to the commission with the developer’s response to the buffer/park placement concern.
