Anna council schedules May workshop to review HFC/PFC partnership tools after council debate

Councilman Tothan requested the item be placed on a future agenda after researching whether the city still needed HFC/PFC arrangements for some apartment and development incentives. City staff recommended a work session that would cover the history of the program, how many agreements are currently in place, legal counsel on permissible structures and options for council direction.
During the discussion, council members asked staff to provide vacancy rates, breakdowns of units that are market-rate versus subsidized or income-targeted, and ramifications if the council were to stop issuing HFC/PFC instruments. Hilltop and other presenters were not part of this item; it was a council-initiated policy review.
Motion and outcome: A council member moved to place the HFC/PFC discussion into a May workshop; the motion was seconded and passed by a 6–0 vote. The meeting minutes record the motion as passing unanimously.
Why it matters: HFC and PFC mechanisms are tools cities use to structure development incentives and, in Anna’s case, have been used to support certain apartment projects. Council members said they want a full picture — including the number of active agreements, vacancy and affordability breakdowns, potential fiscal effects and the legal steps required to eliminate or restore the mechanism in the future — before taking policy action.

No HFC/PFC agreements were created, modified or rescinded at the March 11 meeting.
