Council adopts annual minimum standards of care for city youth recreation programs

The Georgetown City Council adopted an ordinance to continue the city’s annual minimum standards of care for youth recreation programs, codified as Chapter 8.4 of the city code.
Eric Newnor, Assistant Parks and Recreation Director, told council the city is exempt from state daycare licensing for municipal programs so long as it annually adopts local minimum standards as required by Chapter 42 of the Texas Human Resources Code. Newnor said the ordinance has been presented and renewed yearly since 2015 and that there are no anticipated new costs for the city or program participants this year.
Newnor said there were no changes to the ordinance from last year and staff reported no known issues with program compliance to date. Council opened a public hearing; no members of the public signed up to speak. The council moved and seconded approval and passed the ordinance on first reading.
The ordinance adopts the standards contained in Exhibit A of the ordinance and will be in force per the effective date in the ordinance caption.
