Supervisors approve purchase of nutrient credits to satisfy DEQ stormwater requirement

Prince George County supervisors voted March 11 to authorize an agreement to purchase nutrient (nutrient-reduction) credits to satisfy a Department of Environmental Quality requirement tied to stormwater pollutant load increases from proposed River Road tank and booster station improvements.
Mr. Holcomb, a county staff member, told the board the county obtained three quotes for nutrient credits and that the lowest-cost option—listed in the board packet as an agreement with Singlers Creek Outfitters—cost $13,754. Staff said purchasing credits is substantially less expensive than building a new on-site stormwater-management facility.
The motion to authorize the agreement was made by Mr. Webb and seconded by Mr. Pugh. The roll call showed unanimous support from the supervisors present and the motion carried. Staff said the county attorney would review the agreement and staff was authorized to execute the purchase once legal review was complete.
The purchase is intended as an offset for increased pollutant load created by the River Road project and to satisfy DEQ permitting requirements that apply when project work increases nutrient loads. The board packet and staff presentation stated the purchase is the recommended path because it avoids constructing a new stormwater basin on the project site.
The board approved authorizing the agreement and funding for the purchase from the project’s budget.
