Henrico board approves Primrose School proffer amendment to convert former pharmacy to daycare

The Henrico County Board of Supervisors voted to approve a proffer amendment allowing Primrose School Franchising Company LLC to convert a vacant pharmacy at the southeast corner of Staples Mill Road and Hungry Road into a childcare center.
Planning staff said the applicant sought to amend Proffer 15, which currently prohibits childcare centers, and to update the site’s conceptual plan, elevations, landscaping and operational proffers. “The applicant is requesting to amend proffer 15, which currently prohibits childcare centers and amend proffers regarding the conceptual plan, elevations, and landscaping, and add new proffers addressing childcare operations and screening,” planning staff member Miss Moore said during the public hearing.
The board’s action follows staff and Planning Commission recommendations for approval. The amended proffers include operational limits and site controls intended to reduce neighborhood impacts: childcare operating hours would be 6:00 a.m. to 7:30 p.m.; trash-collection hours were revised to 8:00 a.m. to 6:00 p.m., Monday through Friday; and the applicant committed to transitional buffers (Transitional Buffer 35 and Transitional Buffer 50) with specified plantings around street frontages. Staff also described outdoor play areas in the updated concept plan and said the existing building footprint would remain largely unchanged.
During the hearing, a board member clarified that no roadway improvements or new turn lanes on Staples Mill Road are required for this conversion. Planning staff confirmed that the proposed use is consistent with the county’s 2026 Comprehensive Plan designation of commercial concentration for the parcel.
Chair moved approval of the rezoning amendment following the Planning Commission’s recommendation; the motion was seconded and carried by voice vote.
The approved proffers are dated 02/26/2025. The property is in the Brooklyn district; the applicant held a community meeting on Feb. 6 that, according to staff, drew no residents, though two people commented at the Planning Commission meeting about refuse pickup hours and traffic. The board did not add additional conditions at the meeting.
