Board to consider 'board norms' policy before first reading during study session

Board members asked whether the norms duplicate existing policy. One board member noted Policy 1.202 already contains similar language and asked why a separate document is necessary. Staff said the norms were developed at a recent board retreat to provide expectations for conduct, particularly given several new board members, and that the norms can be revised prior to first reading.
Several members emphasized the item is intended to foster professional, respectful engagement. A board member said the norms are "how we act like adults together," describing them as standards the board could adopt voluntarily to guide public behavior and internal discussions. Another member asked whether adoption would enable an external body (TSBA or others) to enforce conduct; staff replied there is no legal requirement and TSBA would not be able to force enforcement.
No vote was taken. Staff asked board members to submit suggested edits by email to refine wording before the first reading.
