Senate panel hears testimony for Art from the Inside funding to continue prison arts and reentry support

Senator Amover Baton presented Senate File 975, a proposal to fund Art from the Inside, a nonprofit that runs visual‑arts and wellness programs inside Minnesota correctional facilities and organizes community exhibitions of incarcerated artists’ work.

Antonio Espinosa, founder and CEO of Art from the Inside and a retired correctional officer, said the group received a one‑time appropriation in 2023 that enabled cohorts at Faribault and Shakopee and that the new request would expand programming. “This funding will allow us to expand our reach, provide more incarcerated individuals and returning citizens with opportunities for healing and reintegration through the power of the arts,” Espinosa told the committee.

Former participant Luke Scott described how creating and teaching art while incarcerated helped his relationships with family and enabled him to build a post‑release business and volunteer work. “It really helped me and improve relationships with my family,” Scott said, describing his involvement with Art from the Inside since his release in 2022.

Senators asked about outcomes and recidivism data. Espinosa said he did not have formal recidivism statistics available at the hearing but that most program participants he knows have been doing well and that he would provide additional data when available.

Senator Amover Baton closed by praising Espinosa’s facility experience and urging committee support for the proposal. Committee staff recorded Senate File 975 will be laid over for possible inclusion in the omnibus legacy bill.
