Pittsburgh commission approves consent items, sign variance and data-center zoning

At its March 11 meeting the Pittsburgh City Commission approved the consent agenda (items A–D), approved an Allen Gibbs/Olto LLC bill after discussion (item E with one recusal), granted a variance for a digital billboard and approved zoning and platting for a Wildcat Data Infrastructure data center.
The Pittsburgh City Commission on March 11, 2025, approved multiple routine and land-use items, including consent agenda items A through D, a pulled invoice payment (item E) after discussion, a variance to permit a two-faced digital billboard, a zoning change and a short-form plat to allow construction of a data center.
The commission moved to approve consent agenda items A through D; the motion was made by Stevenson Dott and seconded by Cheryl. A roll call vote recorded aye votes from Brooks, Height, McNay, Linsell and Sigley; the motion carried.
Commissioners removed item E from the consent agenda for questions about an invoice from Allen Gibbs/Olto LLC totaling $18,332.40. After the applicant finance questions and a request for itemized invoices, the commission later moved to approve the payment; Cheryl recused herself from that vote. A motion to approve item E was made and passed with a stated motion made by Stu and seconded by Doc; the full roll-call breakdown for that item was not read into the record at the time of the vote.
The commission considered a variance request from Martin Outdoor Enterprises LLC to allow a digital billboard in the 900 block of East Fourth Street. The request sought to treat two closely spaced sign faces as separate signs to permit a two-sided digital display roughly 10 feet from the west property line and 30 feet from the south property line near a residential property. A motion to approve the variance passed on an affirmative voice vote.
Land-use actions included approval of a zoning change for a parcel at the 3500 block of North Lone Star Road and approval of a short-form plat for the same parcel to permit a data center submitted by Wildcat Data Infrastructure I, LLC. The zoning change vote was moved by Gough, seconded by Chuck; the short-form plat was moved by Stu and seconded by Cheryl. Both motions were approved by voice vote.
No ordinances requiring second readings or new budget adoptions were taken at the meeting. Where commissioners asked for additional documentation (for example, invoices related to Allen Gibbs/Olto LLC), staff said they would provide itemized billing information on request.
