City won’t fund new landmark plaques now; Grass Valley commission to seek quotes and fundraising for Howard and Peggy star

The Grass Valley Historical Commission reported on a March meeting with two City Council members and learned the city will approve proposed landmark plaques for the Main Street firehouse and Walsh Mill but is not able to fund those plaques in the near term because of tight municipal finances.
Commissioners said the council’s message was that approved plaques could be placed on a pending list but that the city’s budget constraints — including reduced sales‑tax receipts and higher expenses — mean council cannot commit funds now. ‘‘The answer is no. We'll approve them, but we're not going to fund the plaques,’’ Chair Miranda said during the commission meeting.
Commissioners discussed moving forward with the approvals process so wording and placement can be finalized and the plaques can be ready if funding becomes available later. The commission noted a typical bronze plaque cost of about $1,000 per plaque and emphasized the need to see wording and mockups before final approval; the commission specifically requested the right to review mockups and wording prior to fabrication to avoid past problems.
On a separate recognition, the commission reported it has collected 12 letters supporting a bronze star honoring Howard and Peggy. The commission will obtain quotes from foundries, pursue fundraising, and seek a city installation once funds are secured. Commissioners said the city typically installs the bronze star by setting it in concrete and removing surrounding bricks; the commission expects to bring a quote and a request for placement to the city council once fundraising and design are settled.
Commissioners also discussed the annual history award and indicated they will present award details to the council at their next quarterly meeting. The commission noted that some donors and individuals have already expressed interest in contributing to specific projects, but they also emphasized that the city may scrutinize any gifts for allowable uses.
Next steps: commissioners will finalize plaque wording and mockups, obtain foundry quotes for the Howard and Peggy star, and pursue fundraising; they will return to the city council with cost and placement information when ready.
