Chairman Williams questioned agency staff during the Finance, Ways and Means hearing about the status of a planned roof replacement, noting that the committee had earlier set aside about $10 million from the Facilities Revolving Fund (FERF) and asking why an additional roughly $3.7 million was now requested.
An agency presenter said the project’s original plan was to repair the roof, but after further review the work was changed to a full roof replacement and expanded to include replacement of windows, doors and restoration of the cupola. The presenter said the larger scope and Nashville construction costs led staff to consolidate all elements into a single contract and add contingency dollars, which is the reason for the additional funding request.
Chairman Williams said he recalled budgeting for replacement and expressed surprise that additional funds were again being requested. He noted visible settling and a possible condition in the limestone near the speaker’s chair and asked staff to examine that area while work proceeds.
The agency speaker reiterated the change in scope: “Originally, we did plan to just repair that roof, then we did change it to replacing the roof,” and said the additional amount is intended for contingencies because bid prices reflected elevated local costs.
