JFAC advances $12.3 million-plus CTE package including one-time adult education funds

The Joint Finance-Appropriations Committee on March 11 advanced a funding package for the Division of Career Technical Education that provides increased federal spending authority and new general-fund support for adult education and technical colleges.
Senator Woodward moved the FY2026 program-maintenance motion asking for additional federal spending authority of $2,273,700, $50,000,000 one-time from the general fund for adult education and literacy-related programs, and $10,000,000 ongoing general fund as trustee and benefit payments for distribution to the technical colleges. On the record he summarized the motion and moved "an additional $10,050,000 from the general fund and $2,273,700 from federal funds for a total of $12,323,700" (as read on the record).
The committee voted to send the measure forward with a do-pass recommendation. Committee staff then presented language that: (1) described the permitted use of the appropriated funds; (2) requested a report from the Office of the State Board of Education on outcomes of adult education and literacy investments over the preceding five fiscal years; (3) provided exemptions from object transfer limitations for several CTE programs; and (4) set conditions, limitations and restrictions on the appropriations. Senator Woodward secured unanimous consent to accept the language displayed on the screen.
