JFAC approves credit-mobility supplemental and funds workforce capacity grant after failed substitute

After that vote, the committee considered the FY 2026 package.
On the FY 2026 program-maintenance motion, Representative Petzke moved a package that included one FTE and multiple line items and proposed $5,000,000 ongoing general fund for a public-private workforce capacity grant among other items. During discussion, members described the motion as a compromise from a working group balancing requests from universities and budget constraints.
Senator Wintrow offered a substitute motion to increase the public-private workforce capacity grant to $15,000,000. That substitute was seconded. The substitute motion failed on a roll call recorded in the transcript as 2 ayes and 18 nays.
Following defeat of the substitute, the committee returned to the original motion; the original FY 2026 motion passed and the committee voted to send the bill forward with a do-pass recommendation. The committee also voted to adopt language on the screen that requests reports from the Office of the State Board of Education on credit and transcript mobility and directs outcome-based funding work for higher education; that language was accepted on roll call.
