Panel discusses county ordinance review, data gathering and potential impact of House Bill 1510

At a Faulkner County infrastructure meeting, members debated next steps for reviewing proposed ordinances related to county planning and said staff will return next month with further data and a web map to inform more concrete recommendations.

A speaker noted that Road Administrator Mr. Anderson is working to compile more data and asked to schedule the item again next month for further review. The meeting did not produce a final ordinance or resolution on planning; one participant said a formal ordinance or resolution is likely three to six months away.

Participants discussed striking a balance between guidance and regulation so rules would not be overly restrictive outside municipal limits. The group noted that much of the county population lives outside corporate city limits and expressed a desire to avoid overregulation in those areas.

Several speakers raised a pending state measure identified in the meeting as House Bill 1510. Attendees said the bill, as currently drafted, could remove local planning jurisdiction in areas outside city limits and thereby increase the need for county-level planning coordination and preparedness. One speaker described potential increased coordination between cities and the county as a possible positive outcome, while also warning of unintended consequences if the bill passes as written.

The panel directed staff to continue collecting input from the judge’s office and other county stakeholders, to develop draft materials including a web map, and to return next month for further discussion. No formal vote or ordinance was adopted during the meeting on this topic.
