Commission approves $400,000 airport utility project, awards bid to BHI

The Uintah County Commission voted to approve a bid award and funding plan for utility work at the county airport that will tie sewer and water service to a newly constructed taxiway area.
County staff said the project was funded by a $250,000 Rural Communities Opportunity Grant plus a $150,000 local match drawn from airport funds (75% county, 25% Vernal City ownership), bringing the total project value to $400,000. Airport manager and project presenter Mike Campbell said bids were solicited and BHI was selected as the contractor.
“We have a building now that’s going to go up on that taxiway. That grant was for $250,000,” Campbell told commissioners, describing the financing and that the airport’s budget provided the local match.
Campbell said the grant and match will cover septic and water work; any remaining funds could be applied to electrical and gas lines the airport manager plans to run. Jones & DeMille provided bid oversight; the award to BHI was announced to the commission for acceptance.
Commissioners discussed whether a formal approval was required for the bid award and whether federal funds were involved; staff said no federal funds are being used for the utilities and that the interlocal agreement with Vernal City and airport ownership structure supports the current arrangement.
A motion to approve the bid award to BHI for the airport utility project and the county’s use of the grant and matching airport funds passed by voice vote.
