Project Building Committee sends final Phase 1 retainage invoice to commissioners; certificate of substantial completion approved
Summary

The Project Building Committee (PBC) presented a final invoice related to Phase 1 of the county jail project and asked the Board of Commissioners to approve payment and accept the certificate of substantial completion.
At the PBC meeting portion of the session, members moved to send invoice 25-0220 in the amount of $335,572.28 to the commissioners for payment and to present the signed certificate of substantial completion. PBC members also requested the commission approve signing the certificate when it considered county business. The commission subsequently approved payment of invoice 25-0220 and signed the certificate of substantial completion during the regular meeting; the record shows motions were seconded and carried.
PBC members noted the work covered the interior of the jail and that remaining work is external (Phase 2) to be completed later. The certificate of substantial completion applies to Phase 1 (interior) work and does not indicate that Phase 2 has been completed.
Why it matters: approving retainage payment and signing the certificate of substantial completion are standard contract-closeout steps that allow the county to release final retainage to the contractor for completed work. The board instructed staff to file the certificate and process payment.
