Neosho County approves $474,446 pay estimate for Neosho River bridge, flags timing of KDOT reimbursements

Neosho County commissioners on March 11 approved payment of a $474,446.95 pay estimate to Bridges Inc. for work on the Neosho River Bridge and signed off on additional invoices for the same project while raising questions about the timing of reimbursements from the Kansas Department of Transportation.
Road and Bridge Director Mike told the commission that contractors are making “good progress” and presented pay estimate number 7 for the Neosho River Bridge. Commissioners approved the estimate and a separate $63,095.56 billing from CFS related to the project.
The county’s special bridge account currently has about $30,000 available, and the county’s ARPA account shows roughly $15,000 remaining after prior disbursements, Mike said. He and commissioners noted KDOT has approved reimbursements totaling roughly $1.2 million for previously paid bridge invoices but county staff and the treasurer must reconcile the state payments with the county’s accounts before additional checks are cleared.
“If we approve these today, in two weeks we should have the wires and be able to pay them,” Mike said, noting the county’s treasurer is working through a backlog of incoming state wires and mixed deposits from several agencies.
Commissioners directed staff to obtain a clearer payment schedule and the specific wire dates from KDOT so the treasurer can allocate funds correctly across the bridge, ARPA and special-bridge accounts. Commissioners noted that additional large invoices are still expected as the project continues and discussed using pilot or sales-tax money for future draws if reimbursements lag.
The commission also approved a $19,600 agreement with CFS to perform geotechnical services for a separate bridge replacement on 30th Road (project 67C-535155-01). Mike described the geotechnical work as routine: “They drill down into the ground to see what’s down there, and then they design the bridge off of what they find down there.”
Commissioners said they want clearer accounting of KDOT reimbursements and how those amounts will be applied to invoices in the queue before the next round of payments is disbursed; staff said they will follow up with KDOT and the treasurer and report back.
The commission voted unanimously to approve the pay estimate and the geotechnical services agreement.
