Douglas County commissioners on March 11 approved a zone map change that rezones 66.9 acres approximately two miles west of Larkspur from Suburban Residential (SR) to Agricultural‑1 (A‑1).
Mike Paseka of Douglas County Planning Services presented the application on behalf of Phoenix Larkspur LLC. He said the change is a landowner‑initiated rezoning intended to bring the parcel into greater conformity with the Douglas County Comprehensive Master Plan (CMP), specifically the West Plum Creek sub‑area policies. The planning commission recommended approval at its March 3 public hearing by a vote of 7‑0; county staff reported no referral agency comments or public testimony during either hearing.
Paseka told commissioners the subject property had been platted in 1971 as Bridal Village filing 1 into half‑acre lots and that prior administrative replats consolidated those lots into three large parcels. The site is undeveloped, lacks central water and sewer required for SR‑zoned development, and staff concluded A‑1 better reflects the property's existing conditions and the CMP guidance.
Commissioners voiced support for returning a long‑stranded parcel to agricultural zoning; one commissioner said the current landowner had worked to preserve the property. A motion to approve the map change (project file DOCTOR2024‑004) carried with the board and no public opposition was recorded.
