Daniel also told the committee staff will ask the council for direction on repayment of the loan. He said the loan is a state program and that repayment was "already... included" in the rates the council adopted, but said the council could instead impose a surcharge and reduce base rates by the same amount. "The reason for that is then this loan would not count towards our constitutional debt limitation," Daniel said. He said using a surcharge was an option some residents had requested to ensure rates could be reduced when the loan is paid off.
Daniel said he would send council members a detailed email explaining the options and that staff would ask for direction at a future meeting. The committee's approval in the March 11 meeting authorizes the application process; the transcript does not show any final determination of the repayment method.
