A Rapid City resident identified only as James told the Public Works Committee on March 11 that he had filed complaints alleging a city employee stole sand and gravel for personal use and then retaliated.
"This will be very brief," James said during the committee's public comment period. He said one of the complaints against him involved "a public works employee" and identified the employee by name as David Green. "This public works employee we reported prior for stealing and using fraud, waste, and abuse by delivering sand and gravel to his home where his wife operates a daycare," James said.
James also alleged that after he complained, the employee "thought it best to phone in a false complaint that I abused my children," and said the matter "should be investigated by the city." He asked that the allegation be placed on the record.
Committee chair closed public comment after James spoke and moved on to the consent agenda. No committee member announced any immediate action or investigation during the meeting.
The committee proceeded with its agenda, approving consent items and later taking up a separate funding resolution. The transcript does not show any committee response to James's allegations beyond thanking him for his comment and closing the public comment period.
