Board directs regular updates on 10 Kirk Avenue veterans housing as county transitions role

The Board of Supervisors on March 11 received an update on county efforts at 10 Kirk Avenue, a property the county purchased to provide housing and services for homeless veterans, and requested regular reports to the Veterans Commission as the site moves toward a change in operational role.

KJ Kaminski, acting director of the Office of Supportive Housing, said the county is coordinating with the Housing Authority on early planning and that the housing authority is preparing a draft community engagement plan and a predevelopment budget. "It's very early stages," Kaminski said of the predevelopment discussions and added staff expects more detailed information in the coming months.

Staff explained that Abode Services has been awarded the VA contract to operate mobile-veteran services and is completing final inspections; once that contract is in place, the county's operational role at the site will shift toward property management and future redevelopment planning.

Supervisor Ellenberg moved for the board to receive the report and to ask administration to provide updates at each bimonthly Veterans Commission meeting, and to return to the board for future decisions related to the site. The motion was seconded and carried unanimously.

Why it matters: the county owns the property and will continue to play a role in redevelopment planning; regular, structured reporting to the Veterans Commission creates an advisory channel for veteran stakeholders and keeps the board informed as the site transitions from interim shelter operations toward longer-term housing solutions.
